Multi-Family Rental Property Incentives
Making capital improvements to your rental properties increases the value of your investments and ensures you’re providing safe, efficient, affordable, and comfortable homes for your tenants. But don’t worry, you won’t have to foot the entire bill. We offer rebates to help cover part of the cost for rental properties with five or more units.

- Insulation Rebate Details

We offer rebates for insulating floors, walls, and attics. The rebate amounts and what it covers depends on the number of stories your property has.
Rebate amounts
- The rebate for low-rise properties with three stories or less is $0.80/square foot for insulation installed in the floor, attic, and walls.
- The rebate for high-rise properties with four or more stories is $1.50/square foot for insulation installed in the attic and walls only.
Requirements to qualify
- Your application and project must be pre-approved by Tacoma Power.
- Installation must be done by a Tacoma Power Participating contractor.
- The primary heat source for the property is electric.
- The property is served by Tacoma Power.
- For properties with knob and tube wiring, a “passing” report by a journeyman electrician is required prior to project approval.
- Existing insulation must be:
- Attic: R11 or less
- Floor: R11 or less
- Wall R0
Not eligible
- New construction
- Properties undergoing a major remodel where building code requires insulation upgrades
- Windows Rebate Details

We offer rebates to replace single-pane windows and double-pane metal windows. The rebate amount depends on the type of windows you’re replacing and the number of stories your property has.
Rebate amounts
- The rebate for single-pane window replacements in low-rise properties with three stories or less is $12/square foot.
- The rebate for single-pane window replacement in high-rise properties with four or more stories is $8/square foot.
- The rebate for double-pane metal window replacements in low-rise properties with three stories or less is $8/square foot.
- We do not offer a rebate for double-pane metal window replacements in properties with more than three stories.
Requirements to qualify
- Your application and project must be pre-approved by Tacoma Power.
- Installation must be done by a Tacoma Power Participating contractor.
- The primary heat source for the property is electric.
- The property is served by Tacoma Power.
- Hybrid Water Heater Rebate Details

If the water heaters in your rental properties are more than 10 years old, now is the time to replace them. Unplanned water heater replacements often come with high stress, expensive costs, and few options.
Rebate amount
We offer a $500 rebate for each standard electric water heater replaced with a hybrid version, commonly referred to as a heat pump water heater. The rebate is to cover the cost of materials (not labor costs), and the rebate cannot exceed the cost of your materials.
Requirements to qualify
Unlike other multi-family incentives, water heater replacements don’t require pre-approval by Tacoma Power nor installation by a Participating Contractor.
Instead, you or any contractor of your choice can buy and install any qualifying hybrid water heater.
In order to qualify for the rebate, you must also:
- Install the water heaters in properties served by Tacoma Power.
- Acquire all relevant permits prior to installation.
- Adhere to these water heater program specifications.
- Install the water heater according to manufacturer’s specifications.

How to apply for a rebate
Within 90 days of installation, you’ll need to submit this printed rebate application or use our online rebate form, and include a copy of your receipt.
How to get started
Pick a Tacoma Power Participating Contractor (or a few) to give you some bids for your upgrades.
Once you’ve selected your Participating Contractor and upgrades, you can work together to fill out your project application.
Submit your application along with the contractor’s bids to Tacoma Power for pre-approval.
Once your project is approved, your Participating Contractor will get to work upgrading your investment property.
Close out your project. This will include an inspection by Tacoma Power and finalizing your permits. Your contractors will submit their invoices to Tacoma Power for direct payment.
