Regional Water Supply System Information

Investor Information

Tacoma Water owns, operates and maintains the Regional Water Supply System (RWSS) and is the ultimate security for financing that is jointly issued with any or all of the RWSS participants.

The 2002 Second Supply Partnership Agreement delineates the rights and obligations of each of the participants with respect to system utilization and financial responsibilities. Those financial responsibilities include capital expenses, O&M expenses and debt service payments; they are recovered by Tacoma as Contract Resource Obligation payments from each of the RWSS participants. Other notable agreements related to the RWSS include the Muckleshoot Indian Tribe Agreement and the Project Cooperation Agreement with the Army Corps of Engineers.

There are four participants in the Second Supply System, all in Washington State: 

  • Tacoma Water
  • Covington Water District
  • City of Kent
  • Lakehaven Water and Sewer District

The following are the latest available audited financial statements for the participants in the Second Supply System (other than Tacoma). The financial statements for each participant have been provided by the participant; the City of Tacoma has not independently verified such information and does not guarantee the accuracy or completeness of such information or that such information is the latest available.
